It might be seen shocking, almost as a surprise for most sports specialists that the name Russia came out of the envelope in the voting of WC 2018. Whereas, this success should take its place in the history as the point where former CSS headman Andropov's realized dream makes its peak.
This is actually the story of New Russia that Andrei Zvyaginstev tells in the movie "The Return". Vanya and Andrei, who live in contemporary Russia, are two siblings who are fond of each other very much, with the impact having a childhood without their fathers. When they come back home after the fight they had with the kids in the neighborhood, they get really surprised to see their fathers home after 12 years. Then, Vanya (Ivan Dobronravov) and Andrey (Vladimir Garin) go for a holiday with their incommunicative fathers where they think they are going to fish, with their mother's halfheartedly approval. The father, who is taking Ivan, who wants to stay a little more while where fish is plenty with a rebelliously insistent attitude, to an isolated island by force, punishes the kid by leaving him outside in the rain when the rebellion goes on. Even if at first it was delightful for the kids to come together with their father whom they only know from a faded picture, the pressure that the father, who attains a more inconvenient and vandal attitude day by day, makes with the intention of making up his absence for years is going to make them revolt against their father. The mentioned story is actually the story of the new generation that goes after CSS headman Andropov, who wants to rescue Russia from the fall of SSR. Putin describes this as "The question is to put an end to the fall of Russia.".
THE FALL
However, the lifetime of Andropov was not enough for this; SSR fell apart tragically and the fall of the system of government completely did not only cause a severe economic crisis but it also gave rise to the disorder in the country and dramatically increased crime rates. It is not hard to guess that ordinary people's pains would create a proper atmosphere for a "savior" to come up; this was planned. That savior would be the representative of the whole Russian security intelligence.
According to the information gathered by CSS, as from the end of 70's, it was obvious that Soviet government system totally consumes itself. Former CSS officer Vladimir PUTIN mentions about this era as, "Some people in security intelligence dared to think differently, yet, few people dared to say it.", in his book "From the First Person" published in 2000.
The whole crash of Soviet regime was especially felt in the area of economics. USSR was not just in a period of monotonous economic recession. It was already on the verge of a severe economic crisis for a while. The crisis was substantially hold back thanks to huge natural resources supplies consisting of oil and natural gas. It was not challenging for CSS analysts that the situation would go worse unless there is a real progress and transformation in economics. It was creating a danger of social explosion that the people get poorer every day swiftly or gradually. A group, who came to Moscow from the neighborhood areas, composed of young party employees, initiated "Perestroyka", with the help of Andropov. "Perestroyka" was the name of a series of economic and political changes happening in the Soviet Union. Perestroika was carried out without considering local realities, and regardless of a sharp plan or a defined goal. Therefore, it led to worse deterioration of economic conditions, weakening of the central authority, Moscow's losing its control over "neighborhood" and the rise of separatist and nationalist mood in sub-republics. All the circumstances that would support the development of the whole process had come out before the Soviet interference in Afghanistan. As a result, massive assistance to the puppet regime in Afghanistan, and large expenses to realize military actions hindered Soviet economy. Actually, Perestroyka accelerated the fall of the Soviet Union.
‘THE SAVIOR'
Russia succeeding after the fall of the Soviet Union got damaged from the collapse of the economy, explosion of crime, and bloody discrepancy in Caucasus. Along with the continuing social and economic crisis, the war in Chechnya was the main domestic issue of the government. Putin became officially the president in the spring of 2000. Afterwards, the strengthening of the central authority and that the government has control over all the areas in life process got started. They had reached an ending in the process, which was started by Andropov and his team at CSS 20 years ago.
Their financial reserves got under control of a group of which includes of top-level employees of CSS. Formerly, this money was controlled by the party. CSS employees abducted the secret police information archives that contains humiliating information about Soviet Republics and new independent governments' political, economic and military elites to Moscow. Then, the most talented and qualified personnel who are employed in these branches of CSS in these republics were transferred to Moscow. With the help of the former colleagues and head mans, these personnel were placed into the chairs of various consultancy that came up in the private corporations, banks, secret services and local and civil governments in Russia. Between 1991-1993, many former CSS employees went into the civil employment market in Russia. They continued to be the "reserved employees" of the service. They were receiving their salaries and they were doing the jobs that their former leaders were giving them regularly. In the civil market, the ones from the former CSS had a by-far advantage. They had the conscious of corporate jobs, common point of view, high self-discipline, better education, foreign language knowledge and the connections to various government institutions.
Among the people who were employed as CSS agents, the successful business men who had done private corporations' jobs in the past, or who were generally the passionate, young and talented activists of Communist Party's youth branch, were used downstage. In the middle of the 90's, there was almost no company without former CSS employees. The incapability of Yeltsin had become the daily news material for media. As a consequence, the Russian myth about "the ideal czar" was vitalized. In the base of this vitalization lied the Orthodox Christianity Messiah beliefs and the people's certain belief in a strong, just and protective leader on the way, who is going to save them from the pressure of the corrupt officials. This new candidate was the new president Vladimir Putin. Putin had already got action quickly to save Russia before the election, by commanding to occupy Chechnya again.
The new Russians took hold of the authority, as Yuri Andropov, the former CSS head man, did 20 years ago. The only advantage Putin had was not only his youth. In contrast to Andropov, he was not alone in the power. Thousands of former colleagues and subordinates were in company of him. The year 2000 became the year that former officials of CSS started to work as "soldiers" collectively in national, local and civil government in all the power institutions. These men who were led by Putin started to build the Soviet Emperor all over, which was once as dreamed by the most well-known and successful leader of CSS, Andropov.
RESURRECTION
The fall of the Soviets and the coming out of Russia was a devastation. The fall was first of all in the minds of people. While the men of Andropov's were making the domestic arrangements, it should not be forgotten that there were considerable chances caught in foreign relations. While the USA was dragging the world to a second war (Iraq), the EU bloc thought that the balance should be made, and it was impossible when the historical animosity with Russia lasted. Moreover, German-France bloc was like a lame duck against Anglo-Saxons without Russia. Furthermore, the USA was going to control the energy routes directed to Europe completely, through Afghanistan in Asia, and Iraq in the Middle East. This meant the eternal enslavement of Europe. The discomfort about the USA's single poled side gave birth to the Russia-Germany-France strategic alliance, against the USA-Britain bloc. The St. Petersburg crew and Land Europe alliance made its peak with huge corporation marriages and partnerships. The number one value of the world is Gazprom today and in this corporation, Russia and Germany are partners.
Russia whose economic indicators are better than expected has zeroized the cash outcome by the end of the year 2010. It is expected that the rate of expansion is going to exceed four per cent. Today Russia is a country who creates a budget to renew military and space technologies. It also seems that Russia has gone through the period of modernization of the army much easier and without pain in itself than expected. Russia is also increasing the sales in defense industry more and more, as well as natural resources each year. While it is expected that Russia's sale of weapons is going to exceed 10 billion dollars in 2010, the number of orders for weapons is already about 45 billion dollars. Abkhazia and South Ossetia are now impossible to remain in Georgia. Russia has expanded its lands in this process and got strategic positions in Black Sea and Caucasus.
Because of the international situation of Iran, Russia is in a position in which it has never been that strong about Caspian's status, since the Union collapsed. The resurrection of Russia has started with millennium and the period of recovering the sportive and cultural creativeness has begun. It should be noted that the organizations like Olympic games and world soccer championships to which thousands of sportsmen attend, and billions of people watch; and the success that the countries got in those organizations is related to power. There were once the Soviet players who wiped out all the medals in the Olympics. Russia now aspired to organize these games, and entitled to organize the most two important organizations that are 2014 Winter Olympics and 2018 World Soccer Championship.
The reality that Andropov and the elite security intelligence around him had determined in 1970's has now been put into practice and works as a running system today. Lots of business men who were once thought to be the opponents are indeed making investments in European countries like Britain or any other place in the world with the guidance of CSS, buying clubs, and expanding the area of impact. A government pleaded for its resignation in 1998 has gone up on its feet with the solutions convenient to its own structure. This promises hope for those who encounter difficulties in a monopole world. The security of Europe, and the consistency of Asia and the Middle East could only be provided by the multilateral world.
