North Atlantic Treaty Organization (NATO),with his strategic concept he adopted shifted front of the cold war to the east side.Direct target is Iran. Tahran regime with his country,forms the western front of new cold war.Thus,old front that was founded in the middle of Europe moved to east and a new target region has emerged: Eurasia. Eurasia will the region of NATO's focus in the next 20 years. Iran is seen as a problem lock that can only open this door. The document titled as ''Strategic Concept for the defense and security of North Atlantic Organization members '' and in the section titled as '' Security Environment'',Iran is clearly described.Not specifying the name,Iran is pointed out with an emphasis on ballistic missiles.
Ankara, was considered as the wing country of the alliance when entrying into the NATO in 1952 and until the day of SSR's distribution.Turkey that ratified the decision of placing missile defense systems,no longer the wing country as in the past and according to a new concept,it is the front country of NATO.
PROBLEMATIC
In the new international balances with actually end of the Eastern Bloc led by the Soviet Union,NATO is assuming a different role.NATO that interfered to Bosnia in Balkans,experiencing difficulties with Taliban in Afghanistan. Lisbon summit that brings together heads of 28 state and government,member of the North Atlantic Alliance,in the searching to adapt the structure of the world's changing security with the end of NATO's Cold War,represents a turning point. Because,despite the end of the Cold War, the defense alliance of West still could not adapt to this change. NATO still has a envisioning structure to respond a conventional war and an attack to his territory. But NATO has very weak strategy for new treats like being seized with the confidental information through cyber attacks,chemical weapons attack and the spread of missile technology with states and nuclear weapons that can be create a threat to the world. Germany was the front country and Europe was surrounded by more specific problems after the great destruction.The new front country is Turkey and the region that Turkey in is the most problematic geography of the world last 150 years.As well as Iran is in the eastern of Turkey,Caucasus is in the north that has still been experiencing ethnic turmoil and religion conflicts.The south is more complex and problematic.Iraq added to the problem of Middle East and Iran's influence felt as dominant in the process of founding last government.Hezbollah's activity is offisied in Lebanon.Hamas is in power in Palestine and in conflict with Arab leadership.Syria hosts Hamas in this complexity and there is a change of power in Egypt.A crack between Arab dictators supported by USA (NATO) and public turns into a cliff.This situation will encourage internal civics.
THE ARMIES OF THE FUTURE
NATO (USA) has chosen Eurasia as a target region with its new concept.With a more accurate expression,has directed allies to his target.Iran ( or Middle East issues) is the only first step on this way. For the implemention of the new concept,vehicles except for the missile defense system is required. Making quick decisions and dispatching troops to the battlefield quickly should be seen as the problem of next step.Emergency Response Units will not serve a need.A quick study will follow the missle defense system for the members of the alliance going through to a professional system.This means having more different unities.They should be equipped with the latest and most lightweight communication tools and should be emplaced very quickly.The cumbersome military structures and focused on protecting their own borders will give their place to the professional and technological unities that may act quickly. The preparations for two years that have been maintained to protect borders by professional associations in Turkey will be expanded. To the new front ( East Europe and Turkey ) the number of NATO base will be increased.This situation is open to new challenges that primarily will threat Russia,Iran and Middle Asia countries.Establishing a strategic alliance in Russia and Black Sea and Caucasus,there is a high tense future that is waiting for Ankara. The groups on both sides that are not satisfied with relations between Ankara and Moscow,will have an opportunity to play more clear in undermining co-operation moves.Over 30 million Turks ( Azerbaijanis ) live in Iran. Azeris constitute the majority of Iranians studying in schools in Turkey and trading with Turkey.Moreover,in the countries Azerbaijanis living such as Tehran,Urumiye,Hamedan,Tabriz,the important majority supported Ahmedinejat in last elections. In addition,Grand Ayatollah Ali Khamenei is also Azerbaijani origin.Under these conditions,Turkey may be forced to take contradictory decisions.This is implementing NATO's strategy and protectind relations with Iran and also means a mined future for Ankara.
China also will face with similar challenges at the same time. The conflict on Korean peninsula immediately after the summit in Lisbon,should be seen as a signal flare.Efforts to modernize the armies of Russia and China are to respond these challenges in agency.This effort will increase the rate of arming race as unprecedented since the end of the Cold War.

Application Chance and the Results
NATO's chance of new strategic concept application is limited according to the chance in 1949.The main reasons of this are as the following:
I-USA is the principal owner of the NATO and global economic situation is making sanction power of Washington being limited according to the past.
II- Europe is upcoming pragmatist in economic respect and enters partnerships with East ( Russia,Iran,Middle and Far Asia ).
III- In the past,NATO was sited against the bloc USSR centered,today it will have to be sited according to the multilateral forces and asymmetric targets.
IV- The front country Turkey is a Muslim country and clearly can not execute a strategy that Iran was aimed to.
V-Even among the generals in Turkey,NATO's benefit is questioned.USA-NATO anti-highest publis is Turks.
VI-Communizm danger could have put Russia and Turkey to other fronts easily but today Iran or Russia threat is not considered.
VII- While the target countries represents the rising world with underground wealth and economic growing,allies trying to protect their position as '' forces in the past ''.
VIII- A new strategy implementing brings a huge financial burden.US and EU in crisis,can not deal with this burden easily.
NATO in today,turning into an alliance that aims the region lies to Pacific rather than North Atlantic Alliance. Direction is shifting from Europe to Pacific. The new strategy is what it means.In terms of close future,the provided welfare from 90s to 2000's beginning,will give its place to fears in the years of the Cold War.
