Pentagon and the powerful Turkish army had always decisive role in shaping Turkish-American relations. This factor changed the direction with accession of conservative Turkish government in 2002. First of all,the invasion of Iraq,then the crisis between the Turkish government and Israel poisoned the relationships that were conducted from civil to civil. In the beginning, Turkish army tried to regain their position in annual meetings of Turkey-US High Level Defense Group. Then withdrew after accusing Washington of supporting the government moves that undermined the power of the army ( Trials of the generals that were accused of couping ). Last day of the August, command level of the Turkish army was renewed after a painful process. Three days later, U.S Admiral Michael Mullen, Chief of Staff, arrived in Ankara with a sudden decision and made two-day meetings with the new Turkish commanders.

The first signs show that relations in strategic and intelligence issues were rebuild on these cooperations. The difference from the next term is beginning the era of the relationships from soldier to soldier again. There are several obligations adopted by Washington and Ankara:

1-In the process of withdrawal from Iraq,heavy weapons' passing from Turkey.

2-Increasing contribution of Ankara to the Afghanistan operations.

3-An early warning system and placing missile batteries to Turkey

4- In 2011 summer elections,a possible political power changing

5-In the face of terrorist attacks, Turkey wants the U.S. intelligence support

EXPONENTS IN TURKEY

The U.S that withdrew combat forces in Iraq, have been awaiting the permission of transit from Turkey to take the heavy equipment back in this country. U.S. Chief of Staff Admiral Michael Mullen, arrived in Ankara and expressed his opinions on this issue. However, the Turkish army states that the decision on this issue is in Parliament,rather in government due to the 92. article of Constitution.Washington accuses Turkish generals by ‘'throwing the ball to the politicals'' . The request of Turkey's usage as northern side of Iraq invasion was rejected by Turkish Parliament in 2003 and began a regression period in relations. American side doesn't want to take the same risk again. Erdogan is expected to being persuaded by Turkish Army. The Turkish Government is in similar situation with U.S because before the general election,Erdogan's government' bringing such a request will affect the ruling party negatively.Staffs of Erdogan that doesn't want to take this risk have chosen the way of overcoming the problem by extending the duration of Ministerial Decree that bears the stamp of ‘'Privacy ‘' , No.5755 and dated June 23 2003.This decision allows American troops to use Turkey as a transit base. But in Turkey this issue is controversial. Only in the case of heavy equipment passing from Turkey,missive may not be necessary,but here we should ask the following question:
Heavy equipment will come with military component. Is it lawful to get Parliament done in this process? This is the dilemma.

Moreover American side first of all wants to take heavy weapons and equipment to the military base of Incirlik that is near the border of Turkey-Iraq and thence,from Turkey's ports in Mediterrian ,they want to install them to the ships.Resolution 5755,is not enough for that.(1)

MISSILE BATTERIES AGAINST RUSSIA

In the framework of the fight against weapons of mass destruction,Washington that has previously sent his request to Ankara about an early warning system and placing missile batteries ,couldn't get a response yet from Turkey. Turkish Foreign Ministry Undersecretary Feridun Sinirlioglu,realizing the contacts in Washington during the summer,he expressed that Turkey didn't give the final decision about missile defense system and in this regard he has several reservations. U.S Defence Secretary Robert Gates that came to Turkey in early February for NATO Defence Ministers' Informal Meeting,mainly had files related to missile shield in his bag. After Poland and the Czech Republic,deployment of the missile system to Turkey had also become a current issue. Because George Bush's missile shield project that was revised in the period of Obama,had foreseen placing the deployment of missile defense systems',where Turkey is in the center.First to the ships,later to the coast.
Washington has requests about radar ground station's establisment in the city of Black Sea coast in Turkey. Russia had expressed that he would consider the establisment of missile shield to the Czech Republic and Poland as a spy. Dimitriy Medvedev,Russian President,in his statements in recent months he indicates that if the U.S and Russia don't have inflict about shield,Moscow will deploy Alexander missiles to Kaliningrad. Russian Prime Minister Vladimir Putin had said that;'' Russia has to develop new weapons against missile defense systems and should handicap politicians in Washington feeling like ''do everything they want to do''.

JUDGMENT

U.S compresses Turkey about deciding on all these issues until NATO summit in November.But Turkey has dilemmas that haven't been resolved yet.Among them,political business cycle comes.American weapons and equipment that will be removed from Iraq are among them. In the case of Turkey's insisting on ''unarmed kit'',this equipment will be limited with non-military means of transport,radars and logistic materials. Ankara's opinion is in this direction. U.S while withdrawing from Iraq,he will try to avoid remaining dependent on a single route and the country,distribute the risks and will try to remove weapons and equipment over nearest and safest way to the region they were deployed. If U.S plans the equipment in some troops spending from Turkey, he also plans the same weapons in some troops spending from Turkey. Even if U.S plans to send some military equipment over from Turkey,it is not true that he has not desire and demand about weapons in a similar need. Washington had already sounded in that direction but couldn't take positive signs from Ankara and choose to avoid persisting the issue. In fact,U.S wanted to spend weapons from Turkey but when he received negative response,he had been willing to spend only installations. Since spending of weapons over from Turkey needed approval of Parliamentary,such a request to the government especially in this period,might cause some problems that he didn't want in domestic politics. By seeing this,Washington hadn't been persistent because of limited advantages as financially and technically as a result of installation from Turkey. During heavy weapons transition,there may require the closure of the road and the intense security measures. Washington didn't want to be known as rejected by public observance. U.S' transfer of weapons,the request of using Turkish territory's rejection '' behind closed doors'' means they want to use the request about bilateral relationship,such as missile defense and other items.
Turkish Foreign Minister Davutoglu is against the Iraq War. Does this decision is largely belong to him? Creating problems in selling weapons to Turkey and while in Iraq,even can not do a single step against PKK, U.S wants to use these as a leverage while demanding sth. from Ankara. In the case of withdrawal from Turkey, U.S shouldn't be expected in a realistic way about the Northern Iraq and PKK policy's favor of stretching for Turkey. U.S, widely suspected including soldiers since having a role in attacks against to Turkish Army,now has a difficulties when asking for help and support of this institution. U.S once again raised the demand of extending Turkey's Kabul Regional Command for one year in Afghanistan. Ankara has a positive approach in this regard.However,the Turkish Army's usage as a combat forces is not possible until the next elections.

RUSSIA FACTOR
Between the Turkish government and Russia relations that were recently strengthened,have been riveting the reservations about U.S requests. Russia is the biggest economic partner of Turkey and relationships are deepening in different areas. Ankara and Moscow have been doing public works about in the construction of a giant pipeline in the energy area that will extend from the Black Sea to the Mediterranean. Another line that will connect the Black Sea's two sides are moving also. In addition,two country share the same opinions about international issues. U.S 's desire of reinforcing relations from soldier to soldier is another reason as well. However,Turkish Army generals are consider Russia not as an enemy,but as a balance component. In the projects that are carried in Turkish Army's modernization area,Russia is seen as an opportunity. A lot of Turkish generals have been waiting the weapons that will produced by the technology from Russia. Russia is perceived as the most profitable country in the project with this purpose. While all of these are standing on one side,Turkey's placing in an organization that is considered as a reason of war by Russia,will remain as a desperate effort.
