American authority and American secret services try to turn the inevitable actions to their favor. Washington prepares for to use the information in the leaked documents that will be released in the best possible way as serving in to its own interest. On one hand, politicians play the role of the aggrieved, on the other hand, the way of presenting the documents will be changed via controlling the media. Diluted and directed information will be soften with chicken feed. Moreover, a powerful lobby desiring the ad-hoc limitation of the freedom in the name of "national security", increased its voice in the corridors of Langlay. Just like in Irangate scandal. An unending vicious circle.
In fact, the leakage of thousands of American secret documents resulted in questioning the ways of protecting the secret documents for not only the American secret services but also all of the countries in the world. Intelligence organizations or other key institutions of the states need to use instant data transfer methods of communication while obtaining information. They become helpless due to this obligation. Internet and mobile communication make old fashion cryptography techniques inadequate. This also shows itself in the activity of state mechanism. Providing public services in electronic medium is spreading out as the newest benefit of modernism. However, strategic public institutions become vulnerable to the attacks of terrorist groups or hostile countries. More technical stuff is required while spying activities are done via cyber ways. Nowadays, "hacker"s are substituting "case officer"s. However, none state groups also use the same ways and tools that secret services use. Moreover, some countries use those groups against their hostile countries. Opacity of state mechanism put secret services in difficulty. World is in a transition period and there is a serious struggle between explicit and implicit activities. This struggle leads to spying activities from inside. Sometimes, we may meet with Brutus's that betraying to his own spies or sending them to death. Sometimes, different political interest groups in the same institution can cause leakages in order to strengthen their positions. Today, two main differences are noted while this old method is in use. New tools are used for leakages and the buyer of the leak is not only the newspapers or the hostile countries like before. Activists in the cloak of civilians are the new "customers". The main point that secret services should focus on are not the activists, it is the new market that has created by leaked documents. Thus, before sharing with public, those documents hand in to hostile countries. Today, preventing this seems impossible.
In recent years, there was a tendency of increasing technical stuff that secret services employ. However, a mid-period that "newcomers" focus on opponents secret information more than defending their own is left behind when Wikileaks leakage happened. While the number of spies in land will be decreased, number of hackers focusing on defense will be increased. Moreover, keeping and transferring of information in old fashion became a discussion topic in intelligence world. "Build-up Material" or "spam"; "Case Officer" or "hacker", discussion will continue a little more on this axis.
While 80% of the intelligence is said to be explicit, almost a very little section kept as "top secret". This means most of intermediary information is unprotected.
